Congress Must Do It’s JOB! Congress hasn’t passed a full budget in over 25 years. That’s not just a political failure—it’s a moral one.
27 years have passed since Congress did their job to approve 12 spending appropriation bills and a budget. The result is ongoing threats of government shutdowns, resolved by last minute temporary spending resolution bills. This avoids the hard work required and puts us all in a dysfunctional system. Division results.

The Solution: Amend the U.S. Constitution. It’s time we the people fix what Congress won’t. Let’s amend the Constitution. The Problem lies not politicians but in flaws in the system. A Constitutional Amendment is required in two parts: Deficits shall not to exceed 3% of Gross Domestic Product and a requirement that both the U.S. Senate and the House of Representatives pass a budget in order for those politicians to get paid. Simple as that.

It Can Be Done! We’ve amended the Constitution before—ending slavery, enacting Women’s right to vote, and upholding Civil Rights. Let’s do it again—for America’s future.

Honorable David M. Walker

Former Comptroller General of the United States
Mr. Walker is a nationally and internationally recognized expert for fiscal responsibility, government transformation and accountability, human capital, and retirement security. He has over 40 years of executive-level experience in the public, private, and non-profit sectors, including heading three federal agencies, two non-profits, a global service line for Arthur Andersen LLP, and serving as Comptroller General of the United States and CEO of the U.S. Government Accountability Office (GAO) for almost 10 years.
Mr. Walker’s appointment as Comptroller General was one of three Presidential Appointments by different Presidents (Reagan, Bush 41, and Clinton) during his 16 years of full-time federal service. The U.S. Senate confirmed him unanimously for all three Presidential appointments. His previous Presidential Appointments were Assistant Secretary of Labor for the current Employee Benefit Security Administration, and as one of two Public Trustees for Social Security and Medicare. Mr. Walker also served as Acting Executive Director, Deputy Executive Director, and Chief Negotiator for the Pension Benefit Guaranty Corporation. He has over 20 years of private-sector experience, including approximately 10 years as a Partner and Global Managing Director of the Human Capital Services Practice for Arthur Andersen LLP. His initial private-sector experience was with Price Waterhouse & Co., Coopers & Lybrand, and Source Services Corporation.
Most recently, Mr. Walker was the Distinguished Visiting Professor (William J. Crowe Chair) at the U.S. Naval Academy, where he taught the Economics of National Security. Previously, he served as a Senior Strategic Advisor for PWC’s Public Sector Practice (now Guidehouse). Mr. Walker was the Founder, President, and CEO of the Comeback America Initiative (CAI). Prior to founding CAI, Mr. Walker served as the first President and CEO of the Peter G. Peterson Foundation. Previously, he served as the seventh Comptroller General of the United States and head of the U.S. Government Accountability Office (GAO) for almost ten years (1998-2008). Under Mr. Walker’s leadership, GAO underwent a dramatic and highly successful transformation.
Currently, Mr. Walker is a writer, speaker, and media commentator. He has authored four books, the latest is entitled America in 2040: Still a Superpower? (2024). His prior book was entitled Comeback America: Turning the Country Around and Restoring Fiscal Responsibility (2010), which achieved National Bestseller status. He has been featured in a number of major programs and documentaries including 60 Minutes and the critically acclaimed documentary I.O.U.S.A.
Mr. Walker also serves on various boards and advisory groups, including the Federal Fiscal Sustainability Foundation. He is a member of Advisory Committees for American Promise; the Institute for Truth in Accounting; the Center for the Study of the Presidency the Congress; and the Peter G. Peterson Foundation. Previously, he served as Chairman of the Independent Audit Advisory Committee (IAAC) for the United Nations; Chairman of the U.S. Intergovernmental Audit Forum; Chairman of the Government Transformation Initiative Board; and as a member of the Board of Directors for the International Organization of Supreme Audit Institutions; AARP; the Committee for a Responsible Federal Budget; the Partnership for Public Service; and the Connecticut Municipal Accountability Review Board. He is also a past member of the Trilateral Commission.
Mr. Walker is an inductee in the Accounting Hall of Fame; Internal Audit Hall of Fame; National Academy of Public Administration; and National Academy of Social Insurance. In addition, he is a member of and has held various leadership positions in Rotary International and the Sons of the American Revolution (SAR). Mr. Walker is a non-practicing CPA who has a BS in Accounting from Jacksonville University; an SMG Certificate from the JFK School of Government at Harvard University; a Capstone Certificate from the National War College; and four Honorary Doctorate degrees from American University, Bryant University, Jacksonville University, and Lincoln Memorial University. He has won numerous national and international leadership, professional, and public-service awards, including top awards from two heads of state (i.e., Austria and Indonesia) and two U.S. Cabinet Secretaries (i.e., Defense and Labor), the top award for his CPA profession (i.e., AICPA Gold Medal), and was awarded the first Alexander Hamilton Award for economic and fiscal policy leadership from the Center for the Study of the Presidency and the Congress.

Joe Penland, Sr.

Joe from Texas is a family man with children, grandchildren and great grandchildren who has had tremendous success and lived the American dream. His beliefs are both straightforward and deeply held. He believes in God, his family, and the United States of America.
Joe began his full-time working career in the late 1960’s in the oilfield, shipyards, then ironworking, carrying his tools and climbing hundreds of feet in the air. He traveled all over the country hanging iron on many buildings and bridges in the gulf coast region.
Joe recognized that after a large rain, the ground conditions prohibited all work using heavy equipment and this of course prevented him from working as well.
As a company man and a quick learner, Joe realized that if he could help the company continue to work during wet and muddy conditions, he could continue hanging iron and could better support his family. So, he borrowed $2,750 and purchased the materials needed to build what would become the first 10 crane mats that he built. His mats were a huge success allowing him and his company to continue working in poor weather conditions.
Soon after, his employer asked if he could build more mats. As word spread, other companies requested mats as well, and Joe’s family-owned company was born. In the following decades, he would patent several designs and grow the company into the oldest and one of the world’s largest manufacturers and suppliers of ground protection and construction mats.
Through the years, Joe’s business has continued to grow through hard work and innovation. He has continually worked to improve his products and develop new products to meet emerging needs and, during this time, he has come to hold many patents.
Joe also has experience in the banking industry, having served on several bank boards (public & private) for over 26 years. Additionally, he served almost three terms on his local school board, a partial term followed by his election to two additional full terms.
Joe’s faith has been a pillar in building his business as he has always sought to follow the golden rule of treating others the way that we would like to be treated. Building personal relationships with others has been a major contributing factor in his success and has led him to seek to give back.
Joe, his company, and his family have long been involved with a number of charitable organizations that seek to help those are who in need.
They believe the best America is one in which fellow citizens look out for one another instead of waiting on the government as the main source of help.

Leslie A. Rubin

PRESIDENT, CSC Properties
Mr. Rubin is a principal of RRE Realty Services and CSC Properties, LLC. He is CEO of both Rubin Development Company, LLC and Leslie A. Rubin, LLC, both of which he founded in 1974. He plays a vital role in each of these companies and is also involved in other outside investments.
Over the course of his 43-year career in commercial real estate Mr. Rubin has been involved in the acquisition of land, planning, development, construction, leasing and management of over seven million square feet of office, industrial, residential and hospitality properties. Before founding his own business, Mr. Rubin held positions as Controller and CFO of Rutenberg Corporation and was a CPA with Arthur Andersen & Co. and Manager in the Division that would later become Accenture.
Mr. Rubin earned a Bachelor of Science degree in Business Administration (Accounting) from the University of North Carolina and was elected to two (2) honor societies, Phi Betta Kappa and Betta Gamma Sigma. He is a licensed Florida Real Estate Broker. In 2009, Mr. Rubin, along with Haydon and Walker, formed CSC Properties, LLC.
R. Brian Walter

Brian Walter, is the founder of Unity above Self in America (UaSiA, Inc.), and is carrying the baton handed to him by, former Senator Tom Coburn, MD. Brian is a graduate of Oklahoma State University with a degree in Construction Management. He and his wife of 38 years, Elizabeth, reside in Kingfisher, OK, where they raised three boys. They strive to know Jesus better and be better disciples at their home church, Federated Church of Kingfisher.Brian first felt a call to address our nation’s debt in the fall of 2016. A meeting with Dr. Coburn led to a series of events that are still unfolding.
Since its founding, UaSiA has thrown its persuasive efforts into media and personal campaigns to back the pending legislation in Congress called the No Budget, No Pay Act. In 2019, Oklahoma, became as a direct result on his efforts, the only state in the nation whose entire Congressional delegation backed the bill. Brian gives credit to the Lord for the progress made thus far.
Brian would be forever changed after reading Coburn’s last published book addressing our nation’s debt, Smashing the D.C. Monopoly. Brian grasped the profound assertions Dr. Coburn made such as: our nation will fail if we do not embrace real change, it is not a matter of Republican or Democratic leadership the problem is human greed, politicians routinely break their oath to help their reelection, the people must take back control of Washington and the Constitution gives the people the power to take back control.
Brian’s intention was not to lead, but to assist Dr. Coburn however he could. Shortly thereafter, Brian initiated and attended interviews between Coburn and staff writers at both The Oklahoman and The Tulsa World in the fall of 2017. Over lunch in April 2018, Dr. Coburn told Brian he was dying, and challenged Brian to put his passion for our nation into action, and carry on his work to reform the U.S. Congress. It took a full year for Brian to “lean in” to the call he felt God was sending and determine a path forward. That path led to the pursuit of the No Budget, No Pay Act, which will change the pay incentives for Congress from simply getting elected to doing the hard work of coming together to fund our government on time and with a budget.
Prior to this effort, Brian’s primary goal had been reestablishing the family business in Kingfisher that closed after his father’s passing in 1973. In 1995 this goal was reached with the establishment of Walter Building Center in downtown Kingfisher. In 2024, Brian received the first ever award of the Kingfisher Chamber of Commerce’s newly established “Small Business of the Year Award” as President of Walter Building Center. In 2009, Brian was awarded “Kingfisher Citizen of the Year” for his leadership addressing the chronic flooding that has continuously plagued the region. In his acceptance speech, Brian credited his wife and family for their support and work, but primarily credited God for having given him clear direction to address the issues in his hometown resulting from chronic flooding. Brian’s other accomplishments and leadership roles include: President of Delta Chi Fraternity; Chairman of TD Industries Employee Relations Board; President of Kingfisher Rotary Club; Chairman of Kingfisher Parks and Recreation; Board Member of Kingfisher Federated Church; Co-Founder of Kingfisher Trails; President of Walter Building Center, Inc; President of WBC Rental Center, LLC; and President of Walter Investments.
Along with his faith, Brian considers the strength of his marriage, the support of his family, the sacrifice of American soldiers, and the passion of those that join the UaSiA effort to be the key elements in sustaining his strength to pursue this cause with tenacity. Brian continues to lead his three business enterprises to support his family. Brian takes no salary from the effort, and pledges to never accept any associated compensation.
